The EU project Joint Action TERROR seeks to close critical gaps in health and cross-sectoral preparedness in response to biological and chemical terror attacks. With synthetic biology advancing rapidly, misuse potential has become a growing concern. We focused on health preparedness for novel pathogenic agents and dual-use technology
